Blocks are combined into Selective Mining Units (panels) arranged in rows.

Iterative mining-method determinations:
    1st pass selects low-cost bulk stopes which are flagged in block model.
    2nd pass on unflagged blocks selects smaller high-cost higher cutoff stopes.
